International Common Assessment of Numeracy (ICAN)

The People’s Action for Learning (PAL) Network is a partnership of member countries working across three continents – Africa, Asia and Central America, to assess the basic reading and numeracy competencies of children, in their homes, through regular citizen-led assessments. PAL Network firmly believes that citizen-led, household assessments of basic reading and numeracy competencies are the only way to find out whether ALL children are acquiring these foundational skills that are necessary for future progress.

Approach: In 2019, PAL Network implemented the International Common Assessment of Numeracy (ICAN), a citizen-led household assessment across 13 member countries. As the member organisation representing Nigeria, TEP Centre carried out the assessment in Nigeria. ICAN set out to assess basic numeracy skills of children aged 5 – 16 years in one rural (Tier 1 unit) district in each of the 13 member countries, using tools that are directly comparable in all the countries.

The International Common Assessment of Numeracy was developed through collaborative efforts between PAL Network member organisations in 13 low and middle-income countries across Africa, America and Asia. Nigeria through TEP Centre is one of the 13 member countries.

The global launch of the ICAN (International Common Assessment of Numeracy) Report was held on the 9th of July, 2020.
